According to Octavio Saenz, a TxDOT spokesman for the Pharr district, drivers are strongly encouraged to turn off their phones or leave them out of reach while on the road. If a call must be answered, drivers are advised to pull over to a safe location. Saenz additionally encouraged family members not to call or text their loved ones or friends if they know they’re driving.
